The independent Infrastructure SA Assurance Framework provides added confidence to government on its investments.

To ensure rigor and consistency around infrastructure identification, evaluation and implementation, major Government infrastructure projects and programs are monitored by Infrastructure SA to provide Cabinet with transparent and continuous oversight on how projects are being managed and delivered.

Assurance Framework

Under the direction of Premier and Cabinet Circular PC049 (external site) (PDF) and Treasurer’s Instruction TI-17 (external site) (PDF), Infrastructure SA is required to be consulted by Government agencies prior to any Cabinet Submission involving infrastructure expenditure of $50 million or more.

The Infrastructure SA Assurance Framework (ISAAF) is designed to give the SA Government early and continuous oversight of investment decisions, governance, risk management and performance, and to provide agencies with support, through the expert reviewer recommendations using evidence-based findings.

The ISAAF applies to:

  • infrastructure projects with an estimated capital cost of $50 million or more
  • new infrastructure programs with an estimated capital cost of $50 million or more per year, and
  • infrastructure projects or programs as may be directed by Premier or as requested by an agency.

Monitoring and Reporting

As defined in the ISAAF, major infrastructure projects and programs are monitored by Infrastructure SA to provide Cabinet with transparent and continuous oversight on management and delivery practices and status.

Assurance Reviews

Assurance reviews are short and sharp examinations undertaken by independent experts (internal and external to State Government) during a project / program’s lifecycle.

Project assurance activities are outlined in the ISAAF and include:

  • Gate Reviews – conducted at set milestones in a project / program’s lifecycle
  • Health Checks – held where time between Gateway Reviews is excessive
  • Deep Dives – undertaken where a specific problem has arisen.

Assurance Reviewers

ISA engages reviewers who are independent external experts with skills, capability and experience across various stages of project lifecycles and infrastructure sectors from the public or private sector. These service providers may operate as sole traders, partnerships or incorporated companies. The Assurance Reviewer Management Framework outlines the process for reviewers.
